foreign intervention on a fairly large scale could effectively prevent or remedy a local condition

such as is now pictured?

Should the Nationalists proceed to extremes,

the military direction of affairs would be in the hands

of Chiang Kai-shek, a man who is described by two of

his close acquaintances as a dangerous, unscrupulous

adventurer of violent temperament who, for his own purposes, has adapted the extreme principles of Bolshev

ism, and who will stick at nothing to achieve his ends.

To what extent he is in the hands of his party of of

his Russian advisers I am unable to say. But while

two of the four divisions under his command are def-

initely "Red" in the true sense of the term, and entirely loyal to himself (as I am told is the case), there is little chance of his personality being eliminated until the moderate party regains control of the move- ment of which at present he is the principal figure

and the spear head.

I know that a situation of the kind indicated is visualised as a possibility by the authorities and leading nationals of at least one country in Shanghai whose interests would be very seriously affected. I know also that a similar view is held by the Chinese to whom I have spoken, whose names are given earlier

in this memorandum.
