foreign intervention on a fairly large scale could effectively prevent or remedy a local condition
such as is now pictured?
Should the Nationalists proceed to extremes,
the military direction of affairs would be in the hands
of Chiang Kai-shek, a man who is described by two of

To what extent he is in the hands of his party of of
